What it costs to own a home in Westlake, Palm Beach County's newest city: asking prices, city and county tax rates, the Seminole Improvement District, the first-year tax jump on new homes, insurance and a sample budget.
The cost of living in Westlake is mostly the cost of a new home. Westlake is Palm Beach County's newest city, and nearly all of its housing has gone up in the past decade. That shapes every line of the budget, from a fresh roof that helps with insurance to a property tax bill that can jump after your first year. This guide covers housing, taxes, district charges, utilities, HOA dues and insurance, then builds a sample monthly budget.

Cost of living in Westlake at a glance
Westlake became Palm Beach County's 39th municipality on June 22, 2016. Its land was farmland for decades, and Minto Communities has led the building since. WLRN reported in 2024 that Minto is capped at up to 6,500 homes in the city, and that more than 7,000 people already lived there.
For a new owner, the main costs are the mortgage, the tax bill, HOA dues and insurance. Utilities and upkeep tend to be lower in the early years, since everything is new. Daily costs like groceries track the western county. Meanwhile, the city keeps adding shops and services as it builds out.
Housing and the cost of living in Westlake
According to Pure Equity's MLS data as of October 1, 2026, Westlake had 107 active residential listings. The median list price was $749,000, and the median list price per square foot was $312. Those active listings had been on the market an average of 94 days.
Keep the small sample in mind. With about a hundred listings, one new phase or a few large homes can move the median. Also, these are asking prices that mix townhomes with single-family homes. So compare closed sales in the same neighborhood before you set a budget. Our Westlake page lists current homes.
For county context, Miami Realtors reported a $650,000 median sale price for Palm Beach County single-family homes in August 2026. Condos and townhouses had a $300,000 median.
Rents and builder pricing
The same data showed 71 active rentals with a median asking rent of $3,899. In addition, builders set their own prices and incentives, which can change from one phase to the next. WLRN reported in 2024 that one townhome project started in the mid $300,000 range, with help of up to $35,000 for eligible buyers. Ask each builder for current pricing and what any incentive requires.
Property taxes and the cost of living in Westlake
The Palm Beach County Property Appraiser's 2026 table lists Westlake's operating rate at 4.6000 mills for 2025 and for the 2026 proposal. One mill equals $1 of tax for each $1,000 of taxable value. On top of the city rate, you pay these 2026 proposed rates:
- Palm Beach County operating and debt service: 4.5210 mills.
- County fire rescue: 3.4581 mills. Palm Beach County Fire Rescue serves the city, including from Station 22.
- County library: 0.5491 mills, since Westlake is in the library district.
- School Board, state and local: 6.2870 mills combined.
- Children's Services Council and Health Care District: 1.1469 mills combined.
- South Florida Water Management District levies and F.I.N.D.: about 0.26 mills.
Altogether, that is roughly 20.8 mills before any non-ad valorem charges. These are proposed rates from the Property Appraiser's table, last updated August 19, 2026. As of October 1, 2026, the Property Appraiser had not posted final 2026 rates, so confirm the adopted rates on your November tax bill.
The first-year tax jump on a new home
This is the surprise many new-home buyers miss. Under section 192.042 of the Florida Statutes, real property is valued as of January 1. Improvements that are not substantially complete on that date get no value for that year.
So if your home was finished after January 1, the first tax bill may cover mostly the land. Then the next year, the full house is on the roll. As a result, a low first bill is not a good guide to your long-run cost. Instead, budget for the full rate on the purchase price from the start.
Homestead, Save Our Homes and HJR 1-F
A homestead exemption can take up to $50,000 off the taxable value of your main home. The second $25,000 does not apply to school taxes. Then Save Our Homes caps yearly increases in assessed value, at 2.7% for 2026. Remember to file for homestead by March 1 after you move in.
A proposed amendment, HJR 1-F, is also on the November 2026 ballot. If voters approve it, the non-school homestead exemption would rise to $150,000 in 2027 and $250,000 in 2028. However, the Florida Senate says new Florida residents after December 31, 2026 would get $50,000 for four years first. Our guide to property taxes in Florida covers the basics.
The Seminole Improvement District and no CDD
Many new Florida communities finance roads and pipes through a CDD, which adds a yearly charge to the tax bill. Westlake works differently. WLRN reported that there are no CDD fees in the city's new development. Instead, Minto builds the infrastructure and turns it over to the Seminole Improvement District for operation and maintenance.
The district came first. According to the city's water supply plan, it was established in 1970 as the Seminole Water Control District and covers about 4,142 acres. Today the city's boundaries match the district's. Even so, special districts can levy their own assessments. So read the non-ad valorem lines on the current tax bill for any home, and ask the seller or builder to explain each one.
Utilities and the cost of living in Westlake
The Seminole Improvement District is the retail water provider inside Westlake. However, it does not treat its own water anymore. The city's plan says the district closed its water treatment plant in May 2016 and now buys water in bulk from Palm Beach County Water Utilities. Ask the seller or builder which bills to expect for water and sewer.
Electric bills in a new home often run lower than in an older one of the same size. Newer AC systems, insulation and windows all help. Still, size, a pool and family habits drive the number. Ask for recent bills from a similar home if you are buying new.
HOA dues, amenities and Westlake Adventure Park
Most Westlake neighborhoods have an HOA, and dues differ by community. Dues may cover landscaping, gates, pools and clubhouses, depending on the neighborhood. So read the association budget and rules for the exact community before you sign.

Insurance for new construction
A new home often helps with insurance. Insurers look hard at roof age, wiring, plumbing and wind protection, and a new home starts fresh on all of them. In addition, a wind mitigation inspection can document roof straps, shutters and impact glass for premium credits. The Office of Insurance Regulation explains the form on its website.
Flood is still worth checking. Look up the address on FEMA's Flood Map Service Center, and get a flood quote even if the lender does not require one. If you expect to use Citizens, its flood rule covers all policies on January 1, 2027. On the bright side, in September 2026 the Office of Insurance Regulation approved several rate cuts and said recent filings averaged a -4.8% change over 30 days.
A sample monthly budget for the cost of living in Westlake
This example uses the city's median list price. It assumes a $749,000 purchase, 20% down and a 30-year fixed loan at 7.03%, Freddie Mac's average for the week of September 24, 2026.
- Loan amount: $599,200.
- Principal and interest: about $3,999 a month.
- Estimated property tax with homestead, at full value: about $14,700 a year, or roughly $1,226 a month.
- Non-ad valorem charges such as solid waste and any district assessment: use the current bill.
- HOA dues: use the association budget for the exact neighborhood.
- Insurance: quote homeowners and flood together.
- Water, sewer and electric: ask for recent bills from a similar home.
So this owner spends roughly $5,225 a month before insurance, HOA dues and utilities. Without homestead, the tax line rises. Keep in mind that this is an estimate, not a quote. The appraiser sets value each January 1, and taxable value may differ from the price.
Budget items new owners forget
New homes come with their own startup costs. For example, many buyers add window treatments, landscaping upgrades, a fence or screening after closing. Also, read the builder warranty closely, and note the dates for any inspection before it ends. Those dates are easy to miss in the first busy year.
How Westlake compares with nearby towns
According to Pure Equity's MLS data as of October 1, 2026, the median list price was $749,000 in Westlake, $499,900 in Royal Palm Beach and $915,000 in Wellington. The Acreage, just north, sat at $749,900.
City tax rates differ as well. In the 2026 proposed table, the operating rates are 4.6000 mills in Westlake, 2.4700 in Wellington and 2.1500 in Royal Palm Beach.
