The cost of living in Riviera Beach depends a lot on which side of the water you choose. Singer Island, on the ocean side, is mostly condos with beach access. The mainland has single-family neighborhoods, townhomes and the working waterfront around the Port of Palm Beach and the city marina. Each side carries different prices, fees and insurance costs. This guide adds up the owner's budget line by line, with verified figures where we have them and clear steps where a number depends on the home.

Most owners pay four big lines: the home and loan, property tax, insurance, and condo or HOA fees. Utilities, upkeep and daily spending come next.

Here is the snapshot. According to Pure Equity's MLS data as of October 1, 2026, Riviera Beach had 260 active residential listings. The median list price was $384,900, and the median asking price per square foot was $269. Active listings had been on the market for an average of 125 days. These are asking prices, not sale prices. For a countywide view, the August 2026 Miami Realtors report put Palm Beach County's single-family median sale price at $650,000, with a median of 40 days to contract. Condos and townhouses had a median of $300,000 and took 69 days, with 6.7 months of supply. That longer condo timeline is worth knowing on Singer Island.

Singer Island, the mainland and the cost of living in Riviera Beach

Riviera Beach is an older city. According to the city's own history, it started as Oak Lawn, took the name Riviera in 1893 and incorporated in 1922. The 2020 Census counted 37,604 residents, per the county planning department.

Singer Island forms the eastern part of the city. Its housing is mostly mid-rise and high-rise condos along the beach, plus some single-family homes. On the mainland, you will find older single-family streets, townhomes and waterfront homes along the Intracoastal. The Port of Palm Beach sits in the city, and the Blue Heron Bridge area is a well-known beach dive site.

As a result, the citywide median blends two very different markets. A Singer Island oceanfront condo and a mainland bungalow can sit far apart in price. So ask your agent for recent sales on the exact side and street you want.

Property taxes and the cost of living in Riviera Beach

Florida property tax equals taxable value times the total millage rate. One mill is $1 of tax per $1,000 of taxable value.

For 2025, the Palm Beach County Property Appraiser lists a total of 20.6080 mills for Riviera Beach. The city's own rate was 8.3500 mills. The county, the school board, the water management district, the Children's Services Council and the Health Care District make up the rest. Because the city's tax code does not include the county fire-rescue or library levies, those services come from the city budget instead.

Next year may cost a bit more. The Property Appraiser's 2026 proposed rate table, last updated August 19, 2026, lists a new Riviera Beach debt service levy of 1.0000 mill, on top of a proposed city operating rate of 8.3500. Proposed rates can change at budget hearings, so confirm the final number on your November tax bill.

These use the 2025 total and leave out non-ad valorem charges.

  • $300,000 of taxable value: about $6,182 a year, or $515 a month.
  • $400,000 of taxable value: about $8,243 a year, or $687 a month.
  • $500,000 of taxable value: about $10,304 a year, or $859 a month.

If the proposed debt levy is adopted, add about $100 a year for every $100,000 of taxable value. Also, the county usually resets assessed value after a sale. So budget from your expected price rather than the seller's bill.

Homestead savings

File for homestead with the Property Appraiser by March 1 if the home will be your permanent residence. The first $25,000 exemption applies to all taxes. Then a second exemption applies to non-school taxes, and its 2025 maximum was $25,722.

After that, the Save Our Homes cap limits yearly growth in assessed value to 3% or the change in the Consumer Price Index, whichever is lower. The Florida Department of Revenue set it at 2.9% for 2025 and 2.7% for 2026. With a higher millage rate, homestead savings are worth more here than in many towns.

Condo fees and reserves on Singer Island

For most Singer Island buyers, the condo fee is the biggest monthly cost after the mortgage. It pays for building insurance, staff, upkeep and reserves. Because oceanfront buildings face salt and wind, their costs can run high.

Florida's condo safety laws matter here too. Buildings three stories or taller need milestone structural inspections. Associations must also complete structural integrity reserve studies and fund required reserves. In older towers, that can lead to fee increases or special assessments.

So before you make an offer, request these items:

  • The current budget and the reserve schedule.
  • The latest structural integrity reserve study and milestone report.
  • Board minutes from the past year or two.
  • Any notice of a special assessment, approved or pending.

Insurance costs when living in Riviera Beach

Insurance depends on the roof, the build type, the flood zone and the distance to the water. Since those vary so much between Singer Island and the mainland, we do not quote an average. Get a quote on the exact address before your inspection period ends.

  • Order a wind mitigation inspection. The state's Uniform Mitigation Verification form is valid for up to five years and can lower the premium.
  • Check the flood zone on the FEMA Flood Map Service Center. Waterfront and island homes often sit in higher-risk zones.
  • If your policy is with Citizens, plan for flood coverage. Citizens requires it for all personal residential wind policies by January 1, 2027, and already requires it in special flood hazard areas.

Condo owners buy an HO-6 policy for the interior, while the association insures the structure. On a mainland house, roof age and window protection often drive the quote.

Utility costs in Riviera Beach

The Riviera Beach Utility Special District provides water and sewer service. Its area runs from Silver Beach Road south to 45th Street, and from the Florida Turnpike east to the Atlantic Ocean. That covers the city and some nearby areas.

Parts of the city also sit in the Northern Palm Beach County Improvement District, an independent special district created in 1959. Where it applies, it adds a non-ad valorem assessment to the tax bill for drainage and similar work. So read the full tax bill, not just the millage line.

Electric, internet and cable come from private providers. Ask the seller for 12 months of water and power bills to set a real baseline.

Also save for repairs each year. Salt air near the inlet and the beach is hard on roofs, railings and air conditioners.
